Jacobson, Victor

   Russian Zionist leader and diplomat. He was born in Simferopol in the Crimea. From 1899 he was a member of the Zionist General Council. In 1903 he opposed the Uganda Scheme, and was one of the organ-izers of the Kharkov Conference in opposition to Theodor Herzl. He served as head of the Beirut office of the Anglo-Palestine Company from 1906, and later directed its branch in Constantinople. During World War I he ran the Zionist office in Copenhagen and subsequently he represented the Zionist organization and the Jewish Agency in Paris and at the League of Nations.
